I apologize if this has been suggested before, I tried searching but I didn't find anything.
Why not link posting maps with rating maps? For example, for every map you submit you have to rate 5 maps first, kind of like the post requirements in forums. It would give newbies a chance to look at some maps before posting one, and it would probably cut down on the amount of spam. I guess this could increase the amount of sniping going on, but maybe if you made voting a part of commenting it would be easier to spot snipers (I know that's been suggested before).
So, what do you guys think?
